Jane Horvath, MHSA
Jane Horvath, MHSA, leads 3D’s Market Access and Value Communications team. Jane brings nearly 25 years of experience in health policy and reimbursement issues to 3D clients. As Executive Director of Health Policy and Reimbursement at Merck for a decade, she identified the business implications of state and federal policy developments including the Medicare prescription drug program, Medicaid, health information technology, Big Data access and methods, 340B, and reformed commercial markets. Prior to Merck, Jane was Deputy Director of the Robert Wood Johnson Foundation project at Johns Hopkins University School of Public Health, conducting research and devising policy on care management and financing for people with chronic conditions. Jane also held a series of high profile government positions. This included work as Deputy Assistant Secretary for Legislation in the US Department of Health and Human Services, responsible for legislative policy for all health-related areas, including Medicare, Medicaid, and prescription drug pricing. Recently Jane was Vice President at Breakaway Policy Strategies focused on biopharma issues and clients. Jane earned a Masters of Health Services Administration from the George Washington University.
